Hainan captured three tigers in two years： they have a common background.

　　Hainan Free Trade Port is not soft on anti-corruption and anti-corrosion. Recently, another deputy provincial official was dismissed for corruption.

　　On November 1st, a message was posted on the website of the State Commission for Discipline Inspection of the Central Commission for Discipline Inspection: Tong Daochi, member of the Standing Committee of Hainan Provincial Party Committee and secretary of Sanya Municipal Party Committee, was suspected of serious violation of discipline and law, and was currently under disciplinary review and supervision investigation by the State Commission for Discipline Inspection.

　　Tong Daochi, 53, a native of Hunan Province, is a doctor of returnees. He worked in the China Securities Regulatory Commission for 14 years, then served as Assistant Minister of Commerce and Vice Governor of Hubei Province. In October 2018, he was transferred to Hainan as the Standing Committee of the Provincial Party Committee, and the next month he served as Secretary of the Sanya Municipal Party Committee.

　　Two days before the investigation, Tong Daochi presided over the plenary meeting of the leading group for United front work of Sanya Municipal Committee on October 29th. He was investigated this time, and many Hainan locals said it was very sudden.

　　Tong Daochi is the third deputy provincial official in Hainan Province to fall off the horse since the central government announced the construction of Hainan Free Trade Port in 2018.

　　Previously, on September 6, 2019, Zhang Qi, former member of the Standing Committee of Hainan Provincial Party Committee and former secretary of Haikou Municipal Committee, suddenly fell. On July 9, 2020, Zhang Qi was accused of accepting bribes of more than 107 million yuan and was tried in the Guangzhou Intermediate People’s Court.

　　Four days later, on July 13th, 2020, CPC Central Commission for Discipline Inspection informed Wang Yong, vice chairman of Hainan Provincial Political Consultative Conference, that he was suspected of serious violation of discipline and law and was under investigation.

　　It is noteworthy that Tong Daochi, Zhang Qi and Wang Yong have all worked in Sanya, Hainan.

　　Among them, Tong Daochi has served as member of the Standing Committee of Hainan Provincial Committee and secretary of Sanya Municipal Committee since November 2018; Zhang Qi served as the Standing Committee Member and Deputy Mayor of Sanya Municipal Committee from 2003 to 2004, and expects to serve as the Standing Committee Member of Hainan Provincial Committee and the Secretary of Sanya Municipal Committee from 2014 to 2016; Wang Yong served as deputy secretary, acting mayor and mayor of Sanya Municipal Committee from 2008 to 2014.

　　Since 2018, Sanya officialdom has experienced a series of shocks. In addition to Tong Daochi, Zhang Qi and Wang Yong, a number of officials working in Sanya have been investigated one after another. In 2019, Wang Tieming, then deputy mayor of Sanya, Zhu Yongsheng, then member and deputy director of the Sanya Municipal People’s Congress Standing Committee, and Lan Wenquan, then member of the Sanya Municipal People’s Congress Standing Committee, were investigated successively. In June this year, White, former deputy director of the Standing Committee of Sanya Municipal People’s Congress, who had retired for seven years, was also dismissed.

　　In February 2019, Tong Daochi said in an exclusive interview with a reporter from China News Service: "After I went to work in Sanya, there were more than 100 Fortune 500 companies, of which more than 80 were willing to invest in Sanya. I sleep for four or five hours every day, and I am busy at other times ‘ Running ’ 。”

　　Sanya released an inventory of Tong Daochi’s activities, and the highest time was "59 days, 85 official activities, with an average of 1.5 events per day".

　　The corruption case of Sanya’s former fallen officials was shocking. Take Lan Wenquan as an example. According to China News Weekly, a boss involved in the case later said: "If you want to send money to Lan Wenquan, you have to queue up. After entering the box for a few pleasantries, you should make it clear what you want to ask for and hand over the money to Lan Wenquan. You should immediately withdraw from the box with discretion, because there are people waiting in line outside the door."

　　Zhang Qi is a typical example of corruption that does not converge or stop after the 18th National Congress of the Communist Party of China. During his tenure, he provided assistance to relevant units and individuals in land development, project contracting, project promotion and other matters, and received property from the above units and individuals alone or through their close relatives. "His wife does all kinds of projects in Sanya and Haikou." An insider said in an interview with the First Financial Reporter.

　　Sanya series cases are the epitome of Hainan’s efforts to increase anti-corruption in recent years. According to official data, since 2018, many officials have been investigated in various cities and counties in Hainan and relevant departments and units in Hainan Province.

　　For example, in October this year, according to the news of the Supervision Committee of the Hainan Provincial Commission for Discipline Inspection, with the approval of the Hainan Provincial Party Committee, the Supervision Committee of the Hainan Provincial Commission for Discipline Inspection conducted a case review and investigation on Sun Fen, a member of the former party group and deputy mayor of Haikou Municipal People’s Government. After investigation, Sun Fen violated the convenience of his position or the convenience formed by his authority and position, made profits for others in project contracting, illegally accepted huge amounts of property, and engaged in power and money transactions with his family and fellow villagers.

　　Also in October this year, the case of Xin Chen (deputy director level), former member of the Standing Committee of Meilan District Committee of Haikou City, suspected of corruption and bribery was investigated by Haikou Municipal Supervision Committee and transferred to the procuratorate for review and prosecution.

　　In 2019, Zhang Jiahui, former vice president of Hainan Higher People’s Court, who was dismissed because of being reported, was widely concerned by the society. According to an online report, Zhang Jiahui is "the richest judge in the history of China’s court system, with a net worth of at least 20 billion". On June 17th, 2020, the First Intermediate People’s Court of Hainan Province held a public hearing to hear the case of Zhang Jiahui’s bribery, administrative perverting the law and fraud.

　　Xing Jian, the head of Hainan Hailian Industry and Trade Co., Ltd., who reported Zhang Jiahui, once told the media that Zhang Jiahui often boasted that "there is no reason, and I will not lose if I find it; But there are three points, and you are sure to win. "
