The Party Committee and Government of Guangxi Zhuang Autonomous Region attached great importance to it, and set up an investigation team on March 4 to carry out comprehensive and in-depth investigation and verification in Yulin City, Rongxian County, Guangdong Province and Guizhou Province. The investigation and handling are hereby notified as follows:
First, about the identity of Liang Er and Lu Moulan
The household registration name of the man involved is Liang Er, and the household registration name of the woman involved is Lu Moulan, all of whom are villagers of Shuangshu Team in Taihe Village, Licun Town, Rong County, Yulin City, Guangxi Province. The survey found that Lu Moulan was originally from Pingtang County, Guizhou Province, and the registered household name of the permanent population was Lu Moutong. During the sixth national census in 2010, Liang Er applied to the local police station for a supplementary account on the grounds that Lu Moulan did not have a hukou. The local police station did not conduct investigation and verification, and did not go through the household registration procedures on April 27, 2010, resulting in Lu’s Lan Shuangzhong hukou.
Second, about the love and marriage of Liang Er and Lu Moulan.
After inquiring about Liang Er and Lu Moulan and their families, they visited local cadres and informed people, and verified with Lu Mou, a fellow villager from Guizhou who worked in Zhongshan, Guangdong Province and married into Licun Town, Rong County: In 1994, Liang Er and Lu Moulan worked in a construction site in Zhongshan, Guangdong Province, and established a love relationship after they met; In October of the same year, Lu Moulan voluntarily returned to live with Liang Er in Taihe Village, Licun Town, Rong County. Wei Mouxiang, a villager of this village, acted as a medium and held a wedding in accordance with local customs under the witness of relatives and friends, but the two have not yet gone through the marriage registration formalities. After living in Taihe Village, Lu Moulan has a harmonious relationship with his family and neighbors, can speak fluent Rongxian dialect, and is mainly in charge of family affairs, and has been fully integrated into local life. Lu Moulan has a long history with his family in Guizhou. In 2017, Liang Er and his children went back to Guizhou with Lu Moulan to visit relatives. Lu Moulan’s two brothers also visited Lu Moulan and his family in Rong County. After investigation and verification, there is no abduction and trafficking of women or forced marriage.
Three, about Liang Er and Lu Moulan’s 15 children.
From August 1995 to July 2016, Liang Er and Lu Moulan gave birth to 4 males and 11 females, and they never gave birth again. At present, four children have joined the work, and the remaining 11 are studying at school, including one in higher vocational school, three in secondary vocational school, one in middle school, five in primary school and one in kindergarten. The local public security organs registered 15 children in 2000, 2013, 2015 and 2016.
Fourth, about the situation of helping Liang Er’s family.
In 2015, after the accurate identification of poverty alleviation, Liang Erhu was identified as a poverty-stricken household with a file card, and enjoyed assistance policies such as education, medical care and subsistence allowances according to standards.
