  Innovate the system and mechanism to stimulate the "source power" of scientific and technological innovation.Actively explore the reform of scientific research paradigm and organizational model, and build a scientific research system and mechanism with the leadership of the school party Committee, the leadership of scientific research management departments, the cooperation of colleges and research institutions, and the participation of teachers. Continue to strengthen the construction of "National Key Laboratory of Grass Seed Innovation and Grassland Agricultural Ecosystem" and accelerate the reorganization of "National Key Laboratory of Functional Organic Molecular Chemistry"; The Frontier Science Center of Rare Isotopes and the Key Laboratory of Quantum Theory and Application Foundation of the Ministry of Education were approved for project construction. Integrate superior subject resources, promote interdisciplinary integration, actively cultivate interdisciplinary fields and directions, and gather strength to promote original and leading scientific and technological research. Around the fields of nuclear science and technology, ecological environment, grassland agriculture, biomedicine, etc., the National Institute of Nuclear Industry, the Institute of Ecology, the Collaborative Innovation Center of the Western Ecological Security Province, the Qilian Mountain Research Institute, the Yellow River Basin Green Development Research Institute and other platforms were established to strengthen the advantages of characteristic plastics in the fields of materials and energy, grassland agriculture and ecological environment, biomedicine and life health, and characteristic basic research, and to build a platform matrix for interdisciplinary integration and tackling key problems. For example, the research and development of technologies related to the Chang ‘e lunar probe, which was jointly participated by several teams, provided strong support for China’s spacecraft to complete the soft landing mission on the back of the moon for the first time. Focusing on serving the "Belt and Road" ecological environment protection, we will build the "Silk Road Economic Belt" ecological environment and climate change scientific observation and research network and the field scientific observation and research data sharing service platform, and build a total of 24 field scientific observation and research stations.Approved 2 national field scientific observation and research stations and 14 provincial and ministerial field scientific observation and research stations.

  Strengthen discipline construction and temper the "true skills" of independent innovation.Keep a close eye on the frontier areas of basic research, key core technologies and major scientific issues, give full play to the role of the main force of basic research and the source of major scientific and technological breakthroughs, constantly optimize the layout of disciplines, strengthen traditional dominant disciplines, make excellent characteristic disciplines, and make disciplines that meet strategic needs, establish a dynamic adjustment mechanism for disciplines and specialties, and promote the independent innovation ability with high-level discipline construction. Adhere to the main research direction of "strengthening the mainstream and striving for dominance", further consolidate and give full play to the advantages of basic research, and establish and improve a classified evaluation and resource allocation system that adapts to the development laws of different disciplines. Combined with the advantages and characteristics of the school, we systematically plan the development direction of basic disciplines, lay out and build new disciplines, promote the cross-integration of disciplines, focus on the construction of disciplines such as chemistry, atmospheric science, ecology and ethnology, actively promote the construction of teachers in basic disciplines and the cultivation of top-notch talents, and guide more students to join scientific practice and bravely climb the peak of science and technology. Aim at the field of "high precision and sharp lack", deepen the interdisciplinary, focus on key core areas such as intelligent technology, new materials and advanced manufacturing, and strive to solve the technical problem of "sticking the neck".   Focus on collaborative innovation and shoulder the "main force" of service development.We will improve the transfer and transformation mechanism of scientific and technological achievements, set up a transfer center for intellectual property rights and scientific and technological achievements, explore the construction of a diversified and full-chain political and Industry-University-Research cooperation system, and accelerate the transfer and transformation of scientific and technological achievements. Deepen the cooperation between schools and enterprises, give full play to their respective resource advantages, integrate collaborative innovation into the cultivation, transformation and application of scientific and technological achievements, explore new modes and new paths such as "professors stationed in enterprises" and "scientific and technological service groups", continuously broaden the channels of scientific and technological services, and promote the development of basic research, applied basic research and technological innovation. Focus on the "Top Four" actions in Gansu Province, actively connect with "chain owners" enterprises and "specialized and innovative" enterprises in the industrial chain, and "answer the same questions" with enterprises to help enterprises improve their independent innovation ability and focus on transforming scientific and technological innovation into powerful kinetic energy for serving regional industrial upgrading and economic development.
