CCTV News:On the morning of October 31st, the People’s Court of gusu district, Suzhou City, Jiangsu Province made a first-instance public verdict on the case of "garbage dumping across Taihu Lake and Xishan Mountain", which attracted much national attention.

Defendant Wang Juming was convicted of environmental pollution, sentenced to five years and six months in prison and fined 300,000 yuan; Defendant Lu Xiaodi was convicted of environmental pollution, sentenced to five years’ imprisonment and fined RMB 250,000. Defendant Sun Qiulin was convicted of fraud, sentenced to four years and six months in prison and fined 50,000 yuan.
At the beginning of July, 2016, about 20,000 tons of domestic waste mixed with construction waste appeared at a mouth of Xishan Island in Taihu Lake, Suzhou. It not only caused local land water pollution, but also caused the destruction of natural landscapes and scenic spots. At the same time, the location of the incident was close to the water intake, which also threatened the safety of urban domestic water.
According to Chen Yong, vice president of the First Administrative Court of the People’s Court of gusu district, Suzhou, the detection results of the water around the garbage show that it has exceeded a standard of the surrounding environment by more than 20%, and it can be considered that the ecological environment has been affected.
The pollution involved in this case caused the loss of public and private property of about 8.28 million yuan, and the polluted land was covered with soil to restore green, resulting in environmental restoration costs of more than 220 thousand yuan.

On May 8 this year, the gusu district People’s Court held a public hearing to hear the case. The procuratorate accused the defendants Wang Juming and Lu Xiaodi of environmental pollution and the defendant Sun Qiulin of fraud.
On October 31st, the gusu district People’s Court, in combination with the ascertained facts and according to the provisions of the Criminal Law, sentenced the three defendants to fixed-term imprisonment ranging from four years and six months to five years and six months respectively, and fined them accordingly. In addition, in this case, Zhang Bin, the former chief of the Infrastructure Department of Jiangsu Taihu Compulsory Isolation Drug Rehabilitation Center, and Han Jianlin, the former deputy director, were also publicly tried in the Wuzhong District People’s Court in Suzhou in May this year, and no verdict has yet been pronounced.

The case of dumping garbage across the province in the western hills of Taihu Lake has attracted much attention from the society. Below, let’s review the ins and outs of this case.
On July 1, 2016, eight ships loaded with garbage sailed from Shanghai to the dock of Taihu Compulsory Isolation Drug Rehabilitation Center. When they were preparing to dump the garbage ashore, they were reported by local villagers.
Later, the public security organs and procuratorial organs found out that at the beginning of 2016, the defendant Sun Qiulin (suspected of fraud) fabricated the fact that he could help to undertake the landfill project at Dangkou, Xishan Island, Taihu Drug Rehabilitation Center, and defrauded the defendants Wang Juming and Lu Xiaodi (suspected of environmental pollution) for 250,000 yuan on the grounds of paying the deposit, and helped them obtain a copy of the Certificate of Receiving Earthwork stamped by the drug rehabilitation center.
From May to June, 2016, the defendants Wang Juming and Lu Xiaodi illegally received more than 20,000 tons of domestic garbage and construction garbage from other provinces and cities at a price of about 7 to 10 yuan per ton by altering the Certificate of Receiving Earthwork, and dumped them directly into Dangkou without treatment.
After testing, volatile phenol was detected in 11 percolating samples collected in the garbage dump, and the content obviously exceeded the standard limit. The ecological environment was destroyed.
