In order to speed up the circulation of used cars, promote the optimization and upgrading of automobile consumption in this city, and further meet the consumption needs of the people, 11 departments including the Municipal Bureau of Commerce and the Municipal Bureau of Economic and Information jointly formulated "Several Measures on Accelerating the Circulation of Used Cars and Promoting the Upgrading of Automobile Consumption" (hereinafter referred to as "Measures").　

I. Drafting background

Automobile is one of the important pillars of the national economy, involving a wide range and high correlation, and it is a key field to expand domestic demand and stimulate consumption. Since the beginning of this year, the State Council has successively issued "Opinions on Further Releasing Consumption Potential to Promote Sustainable Recovery of Consumption" and the State Council’s "A Package of Policies and Measures to Firmly Stabilize the Economy", focusing on promoting automobile consumption and deploying a series of policy measures from various aspects. The "Implementation Plan for Overall Prevention and Control of Epidemic Situation and Stabilizing Economic Growth in Beijing" also clearly proposes to promote automobile consumption. The promulgation of the "Measures" will accelerate the replacement and circulation of used cars and transfer them out of the city, which is of great practical significance for stimulating new car consumption and promoting automobile upgrading.

Second, the main contents and highlights

The Measures put forward thirteen specific measures around the general idea of "facilitating transactions, accelerating circulation and expanding consumption", aiming at further optimizing the circulation environment of used cars and creating greater market space for new car consumption.

(1) facilitating transactions. Five measures are put forward: enriching the main body of used car business, optimizing the process of used car trading, perfecting the supporting service of turnover index, perfecting the credit system of used car trading, and ensuring smooth logistics and main business under the epidemic situation. By optimizing the second-hand car trading process, improving the supporting service of turnover index and perfecting the credit system of second-hand car trading, the problem of inconvenient second-hand car trading can be solved and the convenience of second-hand car trading can be improved. The optimization of the development environment will help to enhance the enthusiasm of used car dealers, trading markets and consumers and further activate the market.

(2) Accelerate circulation. Five measures are put forward, such as speeding up the elimination and renewal of passenger cars, promoting the domestic circulation of used cars, expanding the scope of restricted old cars, supporting used car enterprises to explore overseas markets, and improving the replacement rate of new energy used cars. By promoting the renewal, ensuring the relocation, expanding the restrictions and going out, the stock market can be updated, and the automobile consumption can be accelerated in line with the existing policies such as automobile purchase tax reduction and exemption. (3) expanding supply and consumption. At present, due to the chip constraints and the decline in output caused by the epidemic, the new car sales booking cycle is long and the delivery speed is slow. In the "Measures", it is pointed out that the supply of new cars should be further increased.
